Talofa Inn is an interesting place. It has zero curb appeal. Zero. It is accessed through a small crowded lot on the side of a building in a commercial area. But it's clean and pleasant once you climb the front stairs, and friendly. I had a small room. AC and fan worked great. I was comfortable enough. I appreciated how efficient the staff was in arranging my ride to the airport. So it was very good value and a solid place to stay if (a) you want to be in Apia; and (b) the larger hotels are full (as they often are) or (c) you want to save a little money. Maybe my only complaint is that they gave me two Wifi codes -- one of which never worked and the other which was maxxed out very quickly. But it was okay, I was only there two nights. At night, the immediate area is a little desolate, but not far from livelier areas. There is a great spot for breakfast and lunch, Cafe Cornwall, nearby. (And in a pinch the McDonald's is very close). In sum, Talofa Inn is kind of nice and definitely ok!
