Why are they allowed to be in business

Got to the place and it was in terrible condition. Dirty covers and bedbugs. No way was staying there. Contacted them to cancel reservation (with charge of one night) was planning on staying 5 nights. Didn't stay not one night. Never got a response from the hotel about cancelling the reservation. Instead my card was charged for a one night stay. No one should ever consider staying at the dump. Until this day still haven't heard from the hotel which a paid for and didn't stay not one night. If I could give it negative stars I would.
