WARNING: Typically, when the price of a hotel is indeed low, one should have low expectations with it. However, the phrase "you get what you pay for", in my opinion, does not cover what might constitute false advertising.
If this place was honest about what it was - a sketchy run-down dump with decaying paint and smelly rooms - I could at least give it credit for honesty, and I would not have a legitimate reason to complain had I made a reservation here. Of course, had the Expedia photos not misled me, I would have never booked a room here.
If I were homeless, and had no other alternatives for formal shelter besides this Express Inn, I would strongly consider purchasing a tent. Checking into this hotel and viewing the room served as reminders of all of the blessings I have in this life.
