I was pretty torn on this review...
Pros: Room and grounds are clean. Staff is friendly and helpful (They even arranged for someone to pick us up from the hotel for a day trip to one of the islands). Check in and out was quick and easy. Probably the best you can find in Portobelo.
Cons: Location! This is definitely a day trip location, everything you “think” you would want to see is within a two block radius. All surrounding area is sad and dirty. (And I am not at all pretentious, I have visited many countries, am adventurous and will look for the off the grid activities, road side food stands, but this was by far the most disappointing) ... the hotel itself has no water/beach access, is Very difficult to find, so don’t go by GPS as once you reach Portobelo you will be looking for streets that do not exist (more like sidewalks). Breakfast was okay.
Take away for me was don’t stay in Portobelo, but if you must, stay in Casa Congo.
