Hotel denied booking with hotels.com

I was not allowed to stay because the hotel denied my booking through hotels.com site. And I was made to pay the hotel again the full rate inspite of prepaying in hotels.com website. Hotel management told us that they are not a partner with hotels.com at all, and that was the reason for the denial. But in hotels.com it is showing as a partner. I ended up paying twice for a dirty room.
