The only good thing about this hotel is the central position near the City center and the City Tower. Otherwise I was very disappointed with almost everything: no hot water in my room, lots of noise due to present construction works and to other careless hotel guests (on top several people tried to come into my room early morning!). For the breakfast (2 eggs, 1 banana and a cup of milk) I had to wait over half an hour every morning!! And on the TV you can see only one channel (which can be changed only from the reception and is the same one for all the people in the hotel). Not all rooms are the same (some have a nice view, some have no hot water, some have no phone, some have no internet connection - no internet connection on the second and third floor). At least the guy at the reception was very nice and tried to help. Concerning my stay, as I checked in in the evening, I was given one of the worst rooms although I booked online well in advance. I asked to change the room but I was always told it was not possible, maybe "tomorrow" (so even if you book your room a couple of months ahead of time do not expect to get a good room!). On my last day I finally could change the room and could take a hot shower, what a feeling!! So if you choose this hotel I suggest arriving early in Kigali and choosing your room, otherwise you'll get the leftover! I guess you can get better hotels in Kigali for this rate (e.g. Hotel Okapi or Hotel Impala)
