We came to Rayong to visit a Buddhist temple, where we know some people. The hotel seems designed more for business travellers, which makes sense given its location, but it is a very nice hotel. The room was fine, the pool very nice, and there is a large shopping mall with restraurants close by.

It was a terrible case. I made a successful cancellation request because I got a confirmation mail from Expedia.com. But they did not cancel and then charge everything. I do not recommend using Expedia and this Hotel. Please DO NOT USE Expedia.com at Holiday Inn & Suites Rayong City Centre, an IHG Hotel.
